Feature to provide admins with access to all deployment pipelines in the admin portal.

The customer has fabric admin access and requires a feature that allows them to view all deployment pipelines in the admin portal, similar to how workspaces are accessed in the admin portal.

This will allow admins to check and have the privilege to delete orphaned deployment pipelines created by others, as managed by the fabric admin.

We currently use a process with the REST API, but this feature will make the process much easier.

This is important for the Powerbi admin to have more control over the Artifacts created in the tenant. The deployment pipelines orphaned does not allow the included workspaces to be deleted. This is currently restricting admins to do housekeeping activities.
