By default, Power BI only allows users to select one item on a visual at a time. If a user clicks on another visual to to combine selections (e.g. selecting a year from a column chart and then a client segment from a pie chart), PBI will only recognise the most recent selection, unless CTRL is being held.
Whilst holding CTRL may not seem like much effort, educating users (particularly external stakeholders) on this behaviour is a challenge. Being able to set the CTRL + click behaviour as default would be really helpful and more intuitive for some users. Combining this with the reset options PBI already has, means users can always start again if they trip themselves up on selections.
