Job Instance API - Make pipeline parameters available

Using the GET Job Instance API - and it does not provide the pipeline parameters passed to the run 😞

This is a major omission from the API functionality - it's something which is available for both Data Factory and Synapse pipelines.

The parameters are available in the Monitoring Hub UI.

Please either

- expand the data returned by the Job Instance API to provide the run parameters

- provide another endpoint to get further details on a pipeline run
