Hi everyone,
I created a report directly in Power BI Service using the "Create report" option from a semantic model (dataset). Now I need to download it as a .pbix file so I can work on it in Power BI Desktop and also change the semantic model it's connected to.
However, the "Download this file" button is completely grayed out and unavailable. I also cannot find any option to change the underlying semantic model from the service.
I understand this is a "thin report" (web-only report) and that's why the download option is disabled, but I really need to get it into Desktop format.
Has anyone found a reliable way to solve this in 2026?
Specifically, I'm looking for:
I have Member/Admin permissions in the workspace and I'm using a Pro/Premium license.
Any help or current best practices would be greatly appreciated. I've already tried opening it in Desktop via "Open in Desktop" but it doesn't give me a downloadable .pbix either.

Thanks everyone for the proposed solutions.
However, due to company policy, we are not allowed to use extensions that are not official from Microsoft. I also couldn’t find any other way to download PBIX files when they are created or started directly from the semantic model without using Power BI Desktop (didn't work cloning the file) .
Here’s what I did to solve it:
Please note that with this approach, you have to recreate all the visualizations, but the code/measures from the semantic model remain intact.
Also, this will change the link of the current reports since it’s a new file uploaded from Power BI Desktop.

@julsr I tried to reproduce your issue by creating a report on Web but I was able to see the Download PBIX option enabled. There are multiple ways to debug this
There might be some visual errors in your report which may cause this behaviour if not try below steps.
1. In order to work with the report you can link the workspace to a Git branch and use a pull command to work in Power BI Desktop.
2. Clone the current report, save it under a different name and check if the download option is available.
3. Try the Vscode method by @GilbertQ

There is a way to download the files but it is not using the Power BI service. It is using a Visual Studio Code. Extension which I have a link to a blog post below explaining how to download the files. Download any Power BI Report from the Power BI Service - FourMoo | Microsoft Fabric | Power BI
