As of today, I am no longer seeing an option to create Dataflow Gen 2 NON-CI/CD. Is it just me?

This is expected. Existing Gen2 non-CI/CD dataflows will continue to work, but new Gen2s will be CI/CD enabled, as it supports a superset of the capabilities.
Re: the comments about it showing up earlier for some users than others:
Our rollouts follow regional patterns with some delay between regions - so users in some regions tend to see changes earlier than others.

Hi @robert-murray , Thank you for reaching out to the Microsoft Community Forum.
While creating a Dataflow gen2, unmark Enable Git Integration, deployment pipelines and Public API scenarios as in the screenshot and the Dataflow will be created and work as a non CI/CD Dataflow gen2.
Please see the image I provided in my initial post. That check-box is no longer there for me. It is not just grayed out because I am in a Folder, it is no longer there. Going on a week now. This is not really an issue to me, just unexpected.

To be clear - this is expected behavior, so there's no need to file a support ticket.
If there is something that is not working with the Gen 2 CI/CD dataflows, please do open a support ticket on that.

for me it is still there.
Maybe visual glitch. Check if it makes a difference if you are in a folder or subfolders in your workspace as there the Git integration is on per default.

I'm getting the same from sub-folders, empty Workspaces, different machines/browsers. AND just had a another user test and they are getting the same. I've seen it where it is grayed out like your second screenshot before but this is different. It certainly would not be the first time that a new feature was rolled out to some of us before others. I guess that is the modern norm.
